Find out what the Texas Laws REALLY are at the Official Texas Statute Web Site - The Texas Statutes.
These files include revisions to the Texas Statutes through the 77th Regular Session of the Texas Legislature, 2001. Changes enacted by the 78th Legislature are not expected to be received from the West Group until June 2004, after which this site will be updated. Until then the Index to Sections Affected can be used to identify these changes.

The mission of the Texas Department of Protective and Regulatory Services (PRS) is to protect the unprotected - children, elderly, and people with disabilities -- from abuse, neglect, and exploitation. In pursuit of this charge, the agency provides child protective services, child-care licensing, adult protective services, and community based programs.

NOTE- The Ombudsman's Office is the agency mandated with oversight of the Child Destructive Services in Texas. This office can be contacted through this site and even has an on-line form in English and Spanish to file complaints!

PRS regulates child care; investigates allegations of abuse and neglect against children, the elderly, and people with disabilities; provides for foster care, adoption, and a variety of services for victims and their families; and supports contracted programs that make families safe and secure. The agency’s functions are divided into four main programs: Child Protective Services, Adult Protective Services, Child Care Licensing, and Prevention and Early Intervention. The programs serve different populations, but share many administrative and organizational functions. They also share a common goal: to provide the best possible services to our clients.

This "zip" file is a computer based version of the Texas administrative guides for all the PRS programs. This includes Child Destructive Services with references to the associated Texas statutes.

Texas Title IVB Child and Family Services State Plan
The Texas Department of Protective and Regulatory Services (PRS) is the designated Title IV-B state agency to provide protective services to children and families. A five year Title IVB Child and Family Services State Plan was developed in 1999 for 2000-2004 (10/01/99 through 09/30/04). The specific progress made meeting each goal and objective of the 1999 IVB State Plan toward improved outcomes for children and families, is addressed in annual progress reports. The latest progress report was completed in June 28, 2002.

There is an incredible amount of information available to Judges and others in the from of guidelines and training to ensure that cases are handled compassionately and JUSTLY, but it is normally ignored in family courts for the sake of expediency!
The NCJFCJ Permanency Planning for Children Department (PPCD) plays an essential role in helping judges make sure each child’s case is handled safely and expeditiously. Juvenile and family court judges and the other professionals with whom they work recognize a natural tension between the need to carefully consider child abuse and neglect cases, and the need for timely decisions. Nationwide training and technical assistance provided by the PPCD emphasize children’s unique sense of time, and the serious emotional and developmental consequences when children spend months or years awaiting permanent placement.
